ASPCA Cruelty Intervention Advocacy Program

Animal hoarding can happen in any community, nationwide, when an individual is housing more animals than he or she can adequately care for. The ASPCA Cruelty Investigation Advocacy Program CIA seeks to help animals at risk for abuse in the care of hoarders.

Caboodle Ranch in Lee, Florida, promoted itself as a sanctuary for unwanted felines—but the reality was very different. After an investigation, local authorities determined that the nearly 700 cats on the ranch were living in a state of severe neglect. They called on the ASPCA for help.

Fulton County, New York—March 2011

In 2011, ASPCA Field Investigations and Response members helped the Montgomery County SPCA with the removal and placement of 97 dogs crammed into a New York rescue designed for just 25.

Clark County, Ohio—February 2011

In February 2011, ASPCA responders deployed to Springfield, Ohio, to remove more than 400 neglected dogs from an overcrowded shelter.
